These Terms of Service and Disclosures (the “Terms”) govern your access to and use of the website, applications, databases, tools, records, and related services offered by T & C Technologies LLC (“Company,” “we,” “us,” or “our”). By accessing or using the Services, you agree to these Terms and to our incorporated policies, including the Privacy Policy, DMCA Policy, Community Guidelines, Content Moderation Policy, Fair Credit Reporting Act Restrictions, and other policies referenced below (collectively, the “Policies”). If you do not agree, do not use the Services and close your account where applicable.
You must be at least eighteen (18) years of age and have legal capacity to enter a binding agreement to use the Services, and you represent and warrant your compliance with all applicable federal, state, local, tribal, territorial, and international laws, regulations, and court orders. We may refuse, restrict, suspend, or terminate access at any time, with or without notice, for violations of these Terms, suspected unlawful activity, misuse, or legal compliance.
You must provide accurate, current, and complete information when creating or maintaining an account and promptly update it as needed. You are responsible for all activity under your account to the extent permitted by law, for maintaining the confidentiality of your credentials, for using reasonable security measures, and for promptly notifying us of suspected unauthorized access or compromise. We may require identity verification or multi-factor authentication and may restrict, suspend, or terminate accounts reasonably believed to be fraudulent, compromised, unlawful, or in violation of these Terms.
You may use the Services for lawful, personal, informational purposes and must independently verify material information with the issuing source before relying on it. You may not use the Services: (1) for employment, housing, credit, insurance, licensing, government-benefit, or other eligibility decisions; (2) for any FCRA-regulated purpose; (3) to stalk, threaten, harass, intimidate, discriminate against, defame, impersonate, exploit, or harm any person; (4) to violate privacy, publicity, civil, or constitutional rights; (5) to commit fraud, identity theft, unauthorized surveillance, or any unlawful act; (6) to scrape, harvest, resell, republish, reverse engineer, or systematically extract data without our prior written authorization; or (7) to interfere with the Services, bypass security, misrepresent your identity or purpose, or violate these Terms. We may investigate suspected misuse; restrict, suspend, or terminate access; preserve relevant records; and cooperate with lawful requests.
We are not a “consumer reporting agency,” and the Services and information provided are not intended to constitute “consumer reports,” as defined by the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq., or analogous laws. You may not use the Services to determine or evaluate eligibility for employment, housing, tenancy, credit, lending, insurance, licensing, education, government benefits, or any other FCRA-regulated purpose, and we may require certifications of intended purpose and suspend or terminate access for suspected prohibited use. The Services do not provide risk scores, suitability labels, or other indicators of eligibility, and bulk export/API access requires separate written agreement with appropriate contractual controls.
YOU ARE SOLELY RESPONSIBLE FOR YOUR ACCESS TO AND USE OF THE SERVICES, FOR ALL SEARCHES AND ACTIONS TAKEN BASED ON INFORMATION OBTAINED, AND FOR COMPLIANCE WITH APPLICABLE LAW. YOU UNDERSTAND AND AGREE THAT RECORDS, SUMMARIES, HEADINGS, DESCRIPTIONS, MATCHES, AND AI-ASSISTED OUTPUTS MAY CONTAIN ERRORS, OMISSIONS, DELAYS, OR MISIDENTIFICATIONS AND ARE PROVIDED FOR INFORMATIONAL PURPOSES ONLY. YOU AGREE NOT TO RELY ON THE SERVICES, RECORDS, OR AI OUTPUTS AS INDEPENDENTLY VERIFIED FACTS AND TO OBTAIN DIRECT CONFIRMATION FROM THE ISSUING COURT, LAW-ENFORCEMENT AGENCY, OR OFFICIAL SOURCE BEFORE RELYING ON MATERIAL INFORMATION. YOU EXPRESSLY ASSUME ALL RISKS ARISING FROM YOUR USE, INTERPRETATION, SHARING, OR PUBLICATION OF INFORMATION OBTAINED THROUGH THE SERVICES.
To the fullest extent permitted by law, we operate as an interactive computer service and intermediary for information supplied by users, governmental sources, public-record providers, and other third parties; we are not the author or publisher of third-party content and do not endorse or guarantee its accuracy or legality. Our formatting, verification, redaction, organization, annotation, and summarization are neutral tools intended to improve access and compliance and are not material development of third-party content. We reserve protections available under 47 U.S.C. § 230 and other applicable laws, without claiming immunity for content we create or for excluded claims.
We accept only authentic, complete, and lawfully obtained official public records from identifiable courts, law-enforcement agencies, or governmental authorities, and we apply a strict six-year publication limit subject to applicable law. Uploaders represent and warrant that each submission is authentic and unaltered; lawfully obtained; currently public; not sealed, expunged, confidential, restricted, juvenile, or otherwise prohibited; non-defamatory to the uploader’s best knowledge without actual malice; does not disclose protected addresses or sensitive victim/witness/child information; accurately describes the record’s nature, date, and disposition to the best of the uploader’s knowledge; and does not infringe intellectual-property, privacy, or publicity rights. Submission does not guarantee publication; we may verify, redact, annotate, restrict, de-index, or remove submissions and may request certified copies, case numbers, dispositions, or other verification.
All content must be lawful, accurate to the submitter’s best knowledge, authentic, and legally eligible for publication, and may not include sealed, expunged, confidential, restricted, juvenile, medical, unlawfully obtained, infringing, or materially misleading content. Headings, summaries, descriptions, and search labels are provided for identification only and must be read with the underlying record; we will distinguish allegations, arrests, charges, protective orders, dismissals, acquittals, and convictions using accurate terminology. Publication does not establish guilt, and fair and accurate reporting, truth or substantial truth, opinion, and other applicable privileges and defenses are reserved to the fullest extent permitted by law.
We may, but are not obligated to, review, verify, redact, restrict, annotate, remove, preserve, or disclose content to protect individuals, enforce these Terms, respond to legal process, investigate suspected violations, or comply with law. WE HAVE NO DUTY TO PUBLISH, MAINTAIN, OR CONTINUE DISPLAYING ANY CONTENT OR RECORD, AND WE MAY LIMIT, SUSPEND, DE-INDEX, OR REMOVE CONTENT AT ANY TIME IN GOOD FAITH, WITH OR WITHOUT NOTICE, TO THE MAXIMUM EXTENT PERMITTED BY LAW. We have no obligation to monitor users or content, to locate additional context, or to remove third-party copies or republications beyond our Services.
You certify that your access and use are for lawful, non-FCRA purposes and agree to any transaction-level attestation prompts we present to confirm a permitted purpose. We may restrict searches, refuse service, suspend or terminate accounts, preserve evidence, and report suspected unlawful activity for suspected FCRA or similar violations.
We may use artificial intelligence, machine learning, or automated tools to assist with searching, matching, organizing, summarizing, moderating, redacting, or presenting information; AI-assisted content may contain errors, omissions, incorrect matches, outdated information, or unintended bias and must not be treated as independently verified facts, legal advice, or a final determination. NO LEGAL, PROFESSIONAL, OR OTHER ADVICE IS PROVIDED BY THE SERVICES OR ANY AI OUTPUTS, AND USERS MUST VERIFY MATERIAL INFORMATION DIRECTLY WITH OFFICIAL SOURCES BEFORE RELYING ON IT.
We collect, use, retain, and disclose personal information as reasonably necessary to provide, secure, improve, and administer the Services; verify users and public records; process disputes; prevent fraud or misuse; and comply with law, as described in our Privacy Policy. We apply reasonable administrative, technical, and physical safeguards; limit access; restrict publication of protected categories; and honor legally required privacy rights and opt-outs to the extent applicable.
Any person may request review, correction, restriction, or removal by identifying the specific record and location, the legal or factual basis, and supporting documentation such as court dispositions, sealing or expungement orders, corrected records, or proof of mistaken identity. We may temporarily restrict access during review and may correct, update, annotate, restrict, or remove content that is inaccurate, incomplete, unlawfully disclosed, sealed, expunged, confidential, restricted, outdated under policy, or otherwise prohibited. A determination notice will be provided, and one appeal may be submitted with new or previously unavailable evidence.
We respond to valid legal process and may preserve records upon lawful request; emergency disclosures may occur when permitted by law and where we reasonably believe in good faith that imminent danger of death or serious physical injury requires disclosure. We provide no guarantee that requested information exists, is accurate, or remains available; publicly available records should ordinarily be obtained from the issuing court or agency. We reserve the right to seek cost reimbursement where permitted and to provide appropriate business-record certifications.
We do not knowingly publish records that are sealed, expunged, erased, vacated, restricted, made confidential, or otherwise removed from public access by valid order or applicable law, and we will promptly restrict such records upon verification. Requests must include sufficient identifying information and, when available, certified court orders or official confirmations.
The Services, including software, databases, designs, search tools, text, graphics, trademarks, and original compilations, are owned by or licensed to us and protected by law. We grant a limited, revocable, nonexclusive, nontransferable license to access and use the Services for lawful, personal purposes; copying, scraping, reproducing, modifying, republishing, selling, licensing, reverse engineering, creating derivative works, or commercially exploiting protected portions is prohibited without prior written authorization. Users retain ownership of their lawful submissions but grant us a nonexclusive, worldwide, royalty-free, sublicensable, and transferable license to host, store, reproduce, format, verify, redact, modify for technical or legal compliance, display, distribute, and otherwise use the content to operate, improve, protect, and provide the Services, enforce policies, and comply with law.
We apply a six-year limitation on publication of criminal-activity records and may remove records exceeding that period, subject to legal holds and compliance obligations; this limit does not authorize publication contrary to shorter statutory limits or confidentiality requirements. Personal information and records are retained only as long as reasonably necessary for the Services, security, accuracy, legal compliance, dispute resolution, fraud prevention, litigation holds, recordkeeping, and other lawful purposes, then deleted or deidentified, subject to technical backup limitations. Deletion from our Services does not remove third-party copies, government-source records, search engine indexes, archives, or content on websites we do not control, and we have no obligation to request removal from those third parties.
TO THE FULLEST EXTENT PERMITTED BY LAW, THE WEBSITE, SERVICES, SEARCH RESULTS, PUBLIC RECORDS, USER-SUBMITTED MATERIALS, AI-ASSISTED CONTENT, AND ALL OTHER INFORMATION ARE PROVIDED “AS IS,” “AS AVAILABLE,” AND “WITH ALL FAULTS,” WITHOUT ANY EXPRESS, IMPLIED, OR STATUTORY WARRANTY, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, ACCURACY, COMPLETENESS, TIMELINESS, RELIABILITY, SECURITY, OR UNINTERRUPTED OR ERROR-FREE OPERATION. WE DO NOT WARRANT THAT ANY INFORMATION IDENTIFIES THE CORRECT PERSON, REFLECTS A COMPLETE RECORD, REMAINS CURRENT, OR IS SUITABLE FOR ANY PARTICULAR DECISION, AND USERS MUST VERIFY MATERIAL INFORMATION DIRECTLY WITH THE RELEVANT OFFICIAL SOURCE.
TO THE FULLEST EXTENT PERMITTED BY LAW, THE COMPANY AND ITS OWNERS, OFFICERS, EMPLOYEES, CONTRACTORS, AFFILIATES, LICENSORS, DATA PROVIDERS, AND SERVICE PROVIDERS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, EXEMPLARY, PUNITIVE, OR CONSEQUENTIAL DAMAGES, INCLUDING LOST PROFITS, LOST DATA, REPUTATIONAL HARM, BUSINESS INTERRUPTION, OR DAMAGES ARISING FROM RELIANCE ON PUBLIC RECORDS, USER-SUBMITTED CONTENT, THIRD-PARTY INFORMATION, SEARCH RESULTS, RECORD-MATCHING, OR AI-ASSISTED CONTENT. OUR TOTAL CUMULATIVE AGGREGATE LIABILITY ARISING OUT OF OR RELATING TO THE SERVICES WILL NOT EXCEED THE GREATER OF: (A) THE AMOUNT YOU PAID TO US DURING THE SIX MONTHS BEFORE THE EVENT GIVING RISE TO THE CLAIM; OR (B) ONE HUNDRED U.S. DOLLARS ($100), TO THE MAXIMUM EXTENT PERMITTED BY LAW. THESE LIMITATIONS APPLY TO ALL THEORIES OF LIABILITY, EVEN IF WE WERE ADVISED OF THE POSSIBILITY OF DAMAGES, AND DO NOT APPLY TO LIABILITY THAT CANNOT BE LAWFULLY EXCLUDED OR LIMITED, INCLUDING FRAUD, WILLFUL MISCONDUCT, GROSS NEGLIGENCE, OR NONWAIVABLE STATUTORY RIGHTS. WITH RESPECT TO AI OUTPUTS, WE DISCLAIM LIABILITY FOR SPECIAL, INDIRECT, INCIDENTAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES ARISING FROM OR RELATING TO AI ERRORS OR OUTPUTS, SUBJECT TO THE FOREGOING CAP AND NONWAIVABLE CARVE-OUTS.
To the fullest extent permitted by law, you agree to defend, indemnify, and hold harmless the Company and its owners, officers, employees, contractors, affiliates, licensors, data providers, and service providers from and against all third-party claims, demands, proceedings, liabilities, damages, judgments, settlements, penalties, costs, and reasonable attorneys’ fees arising out of or relating to: (1) your access to or use of the Services; (2) information, records, or content you submit, upload, publish, or distribute; (3) your violation of these Terms or applicable law; (4) misuse of public-record, search-result, or AI-assisted information; (5) infringement of privacy, publicity, intellectual-property, contractual, or other rights; or (6) use of the Services for FCRA-regulated or otherwise prohibited eligibility decisions. Uploaders additionally agree to indemnify for claims alleging defamation or false light, privacy or publicity violations, intellectual-property infringement, violations involving sealed/expunged/juvenile/confidential/protected-address information, and misidentification arising from uploader submissions. You are responsible for credential/account misuse occurring under your account to the extent permitted by law, and you agree to indemnify us for losses arising from such misuse. We will provide reasonable notice of any covered claim and may control its defense and settlement; you may not settle any claim imposing obligations or admissions on us without our prior written consent. This obligation does not require indemnification for our fraud, willful misconduct, gross negligence, or other nontransferable liability and applies only to the maximum extent permitted by law.
EXCEPT FOR ELIGIBLE SMALL-CLAIMS MATTERS, REQUESTS FOR TEMPORARY INJUNCTIVE RELIEF, AND CLAIMS THAT LAW PROHIBITS FROM ARBITRATION, ANY DISPUTE ARISING FROM OR RELATING TO THE SERVICES, THESE TERMS, OR YOUR RELATIONSHIP WITH US SHALL BE RESOLVED THROUGH FINAL AND BINDING INDIVIDUAL ARBITRATION UNDER THE FEDERAL ARBITRATION ACT AND THE CONSUMER ARBITRATION RULES OF THE AMERICAN ARBITRATION ASSOCIATION. BEFORE ARBITRATION, THE CLAIMANT MUST PROVIDE WRITTEN NOTICE AND ALLOW AT LEAST THIRTY (30) DAYS FOR INFORMAL RESOLUTION; ARBITRATION MAY BE REMOTE OR, WHEN REQUIRED, IN THE COUNTY OF THE USER’S RESIDENCE; WE WILL PAY FEES AS REQUIRED BY LAW OR THE GOVERNING RULES. YOU AND THE COMPANY AGREE THAT CLAIMS MAY BE BROUGHT ONLY IN AN INDIVIDUAL CAPACITY, NOT AS A PLAINTIFF, CLASS MEMBER, OR REPRESENTATIVE IN ANY CLASS, COLLECTIVE, CONSOLIDATED, OR REPRESENTATIVE ACTION, AND THE ARBITRATOR MAY AWARD RELIEF ONLY TO THE EXTENT NECESSARY TO RESOLVE AN INDIVIDUAL CLAIM. YOU MAY OPT OUT OF THIS ARBITRATION PROVISION BY SENDING WRITTEN NOTICE TO Legal@KMFY.ORG WITHIN THIRTY (30) DAYS AFTER FIRST ACCEPTING THESE TERMS; REJECTION WILL NOT AFFECT YOUR ACCESS TO THE SERVICES.
If multiple similar individual arbitrations are filed, the parties agree to good-faith coordination consistent with applicable rules, including reasonable batching and a bellwether process for common issues where permitted, with non-bellwether cases stayed pending initial merits determinations. If any portion of this provision is unenforceable, it shall be limited or severed to the minimum extent permitted by law, and the remainder will continue in effect; this provision survives termination.
These Terms and any dispute relating to the Services or the parties’ relationship are governed by the laws of the State of Ohio, without regard to conflict-of-laws rules, and by applicable federal law. This choice of law does not deprive users of nonwaivable protections under the laws of their state or U.S. territory of residence; where another jurisdiction’s mandatory law applies, these Terms shall be interpreted to the maximum extent permitted by that law. Any dispute not subject to arbitration or eligible small-claims proceedings shall be brought in the state or federal courts located in Ohio, unless applicable law requires a different forum.
We may revise these Terms to reflect changes in the Services, business practices, security, or applicable law; revised Terms will state their effective date and be posted on the website, and where required, we will provide advance notice and obtain renewed consent when legally necessary. Material changes apply prospectively and will not alter accrued rights, pending disputes, or completed transactions unless permitted by law and expressly agreed; continued use after the effective date constitutes acceptance to the extent permitted by law.
We collect, use, retain, and disclose personal information only as reasonably necessary to provide, secure, improve, and administer the Services; verify users and public records; process disputes; prevent fraud or misuse; and comply with applicable law.
We may collect account and contact information; identity-verification and transaction information; search queries and activity; device, browser, IP address, cookie, usage, security, and approximate location information; publicly available information from courts and government agencies; and inferences or record-matching information needed to operate and secure the Services. Public-record information may concern non-users and may be incomplete, outdated, inaccurate, or misattributed; users should verify with the issuing source.
Users may submit only authentic, lawfully obtained official public records (e.g., court judgments, criminal-conviction records, police reports, and protection orders) concerning domestic violence or sexual assault, subject to our six-year limit and legal restrictions. We may authenticate, redact, restrict, reject, preserve, or remove documents and may verify with the issuing agency; sensitive victim, survivor, witness, child, and address information may be withheld or redacted.
We and our service providers may use cookies and similar technologies to operate and secure the website, remember preferences, prevent fraud, measure traffic, diagnose performance, and understand usage, honoring legally recognized opt-out preference signals where applicable.
Where applicable, we process personal information to provide requested services and perform agreements; comply with legal obligations; for legitimate business purposes including verification, accuracy, and security; with consent when required; and as otherwise authorized by law.
We may disclose information as reasonably necessary to operate and secure the Services; process payments; verify identities and public records; prevent fraud; respond to disputes; enforce policies; and comply with law, including to service providers under appropriate safeguards and to issuing agencies and courts where applicable.
We retain personal information only as long as reasonably necessary for the stated purposes and legal obligations and then securely delete or deidentify it; the six-year publication policy applies to eligible public-record content, subject to legal holds and compliance needs. Deletion from our Services does not affect records held by government agencies, courts, search engines, archives, or third-party websites we do not control.
We maintain reasonable administrative, technical, and physical safeguards; limit access to authorized personnel; require service providers to maintain appropriate security; and provide legally required notices in the event of certain security incidents.
Depending on applicable law, individuals may have rights to access, correct, delete, obtain a copy, withdraw consent, limit sensitive information uses, or opt out of certain sales, sharing, targeted advertising, or qualifying profiling, subject to verification and lawful exceptions.
The Services operate from the United States and are intended primarily for U.S. public-record information; international users are responsible for their local compliance, and we may restrict access from any jurisdiction. We do not knowingly collect personal information directly from children under 13 or permit minors to use the Services, and we will delete such information upon discovery, subject to applicable law.

We may review content using automated tools and human reviewers and may reject, redact, restrict, annotate, suspend, or remove content that appears false, altered, misleading, sealed, expunged, confidential, juvenile, older than six years under policy, defamatory, threatening, harassing, infringing, unsafe, or unlawful, or that violates these Terms or law. Moderation decisions may be appealed where provided by policy or required by law; we do not guarantee that all prohibited content will be identified or removed immediately.
We may, in our sole and reasonable discretion and to the fullest extent permitted by law, review, restrict, disable, unpublish, or remove any content at any time, with or without notice, for safety, privacy, accuracy, legal compliance, integrity, or other legitimate reasons. A takedown request does not guarantee removal, and we are not required to publish, restore, or continue hosting content merely because it is lawful or was previously available.
We will not knowingly publish or continue displaying records that have been sealed, expunged, erased, vacated, restricted, made confidential, or otherwise removed from public access by valid order or law; upon verification, we will restrict the record as required. Removal from our Services does not remove the original record from government sources or third-party sites we do not control; we may retain limited nonpublic records as reasonably necessary for legal compliance and prevention of republication.
We publish information derived from official public records and do not determine guilt, innocence, dangerousness, credibility, or character; the existence of an arrest, charge, report, petition, or order does not establish that a person committed the alleged conduct. We reserve protections based on truth, substantial truth, fair and accurate reporting of official proceedings, opinion, consent, privilege, the First Amendment, Section 230, and other applicable defenses.
Users must use the Services responsibly and may not use information to shame, threaten, intimidate, harass, stalk, surveil, exploit, impersonate, or retaliate; criminal and dangerous conduct is prohibited, and violations may be reported to authorities. Information concerning domestic violence, sexual assault, stalking, trafficking, minors, victims, witnesses, or protected persons must not be used to expose confidential locations or create safety risks.
We respond to valid copyright notices under the Digital Millennium Copyright Act, 17 U.S.C. § 512, and may remove or disable access to identified material; users may submit valid counter-notices where appropriate. ALL CONTENT, INCLUDING RECORDS, SUMMARIES, DESCRIPTIONS, MATCHES, AND AI OUTPUTS, IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY AND DOES NOT CONSTITUTE LEGAL, PROFESSIONAL, OR OTHER ADVICE; USERS SHOULD SEEK QUALIFIED COUNSEL FOR LEGAL QUESTIONS.
We do not undertake obligations to any person to publish, maintain, monitor, verify, or correct content beyond processes expressly required by applicable law or these Terms; our good-faith moderation, removal, restriction, and de-indexing decisions do not create liability to the fullest extent permitted by law.
These Terms apply to the maximum extent permitted by applicable law and preserve nonwaivable consumer rights; features or records may be limited, redacted, restricted, or unavailable in certain jurisdictions, and we have no duty to harmonize differing state or territorial requirements.
Sections relating to privacy, intellectual property, disclaimer of warranties, limitation of liability, indemnification, arbitration, governing law, uploader warranties, FCRA restrictions, data retention, law-enforcement requests, and this Survival clause survive termination.
